All the Poppys in Afghanistan

Eradication of the poppy crop in Afghanistan is a monumental task, so what would that cost? Lots of planes and chemicals, surveillance and to what end? It would cost a lot. So, couldn't some agency be created to buy all the poppies/heroin just like the potato acreage reduction programs in PEI? I'm just saying, dollar for dollar just buy the growers out instead of attacking them.
I have no idea, but I'll bet they will still be growing poppies in Afghanistan long after they are all democratic and foriegn troops leave.
