Fertilizer Tax To Pay For Water Tests

Nitrates in our drinking water came up as an issue in the election, and it got me wondering. Why not add a tax on fertilizer to cover the cost of random water testing across the island for nitrates.
The scale of the problem is not known, because at the moment it is up to you to pay for a test, if you test at all. Most people are in denial and who would want to find out their well is polluted?

I think this is a perfect summer job for students - gathering water samples from geographically random sources throughout the island. Then we might have some idea of the scale of the problem.
Like tobacco taxes which help pay for the diseases caused by smoking; a fertilizer tax would reduce fertilizer use by making it cost more to use and would go towards solving the problems caused by fertilizer use.

In fact, the same idea on pesticides would work as well - a pesticide tax to pay for testing water for pesticides. Makes sense to me. It is all about liability.

Someone needs to sue the fertilizer makers for the cost of nitrate tests on their well water.
