An Electoral Reform Idea

My idea to reform the PEI legislature is simple: Three opposition seats, one each to the three runner-up parties, to whichever candidate has the highest number of votes but was unelected.
Incudes independent candidates. The three parties with the highest popular vote province wide get the seats.

The most likely scenario is that an extra Liberal, NDP, and Green or independent will be elected.

This guarantees even in a complete landslide there will be an opposition of three.

Plus the three party candidates will not be from a list, and must campaign, and represent a particular riding.
