Electoral Reform Redux

They're at it again; Yes & No are talking about changing the democratic process in PEI.

I think the two big problems PEI has had in elections are the landslides both ways - leaving ineffective oppositions; and the difficulty for small parties to break through.

So my simple solution (I think the option offered in the referendum was too complicated) is as follows: Three seats in PEI legislature for party leaders who come in second, third and fourth place in the poplular vote island wide. They can run for a seat, and if they don't win it they can fallback to one of these three party leader seats. If they do win a seat in a district, the party seat is considered filled.

Is that complicated?

Wouldn't it guaranty a more effective opposition with broader criticism and better debates?
