Why vote YES? Reason #1
More opposition members in PEI parliament.
Twice, PEI has been governed with only one member sitting in opposition: McKinley & Mella each did the job of keeping things in check alone.
Where the total votes usually fall around 40% for the losing party, 60% for the winning party, that 60% may carry every seat. By voting YES, the ten list members would be split 40% to 60% or 4 to 6 which means an opposition of four at least. The 10 list seats are won by popular vote, balancing the outcome of the 17 first-past-the-post seats.
God willing, the opposition will also be effective at keeping the government accountable (ie. Polar Foods fiasco).

Actually I belive that a 40% vote one the second ballot would garantee them 40% of the house, or about 10 seats, which could mean getting all 10 members of their list in the house. There maybe a bit more to it than just that, but I think it is important to note that the 40% is of the house seats, not the 10 member lists on the second ballot.

Binns reason for raising the plebiscite from 50% plus 1 to 60% was just to confuse the matter with more numbers!
Even confusion might give a better outcome than the same old thing of two parties passing power back and forth like the Liberals and Conservatives have been since forever.
Chaos is good against conformity.
