Do-Not-Call List - Pander Me This

The Canadian government has spent time and money to setup a registry, no not a gun registry, a do not call registry.

Everyone wants to be on that list, and will have to jump through the hoop to get on it.

Question is, why? Why don't they simply outlaw telemarketers and not bother with the list, or better yet have a Do-Call list, where Canadians who want telemarketers to call them could sign up?

This is a pathetic idea because it follows the US Do-Not-Call list years after they did it, no originality. Just blind pandering to the Telemarketing lobby.
