Cell Phone Disaster Plan

Almost all cell phones are either GSM or CDMA standard, and use 800, 900, 1900 Megahertz radio frequencies. When 9/11 or Katrina or whatever terrible event occurs everyones cell phone seems jammed because the flood of calls overwhelms whatever remains of the radio towers and infrastructure that powers them.

Emergency agencies should have 2 or 3 portable stations, self powered, that speak all cell standards and frequencies. They should be helicoptered in to a high point near the disaster.
Anyone in the disaster zone could be given 911 access to call thru these disaster cell sites, with their call sent to a special 911 answer point.

Portable FM public information transmitters should also be part of this package, playing information on loops to the public with disaster advice and instructions.

Also, the superdome or any other emergency shelter should have backup cell services like this that allow calling within the shelter and to 911. Public access to 120v within the shelter should be allowed to charge phones; simple banks of 120v outlets would do. Motorola, Nokia and the rest could also sponsor banks of power adaptors to fit their phones for anyone without a charger.
